Pope Francis names Iowa priest, former Elkton, Md., resident Father Scott E. Bullock bishop of Rapid City, S.D.

WASHINGTON — Pope Francis has appointed Father Scott E. Bullock, pastor of St. Edward Parish in Waterloo, Iowa, as bishop of Rapid City, South Dakota.

The appointment was publicized in Washington June 25 by Cardinal Christophe Pierre, apostolic nuncio to the United States.

A native of Royal Oak, Michigan, Bishop-designate Bullock, 60, was ordained to the priesthood June 22, 1991, for the Archdiocese of Dubuque.

The Diocese of Rapid City covers 43,000 square miles in western South Dakota and has a Catholic population of 23,668 out of a total population of 230,087.

According to the U.S. Conference of Catholic Bishops, Bishop-designate Bullock attended the University of Delaware for engineering (1981) and earned a bachelor’s degree in industrial engineering from the General Motors Institute in Flint, Michigan (1985). He attended St. John’s University in Collegeville, Minnesota where he studied pre-theology, and attended the Pontifical North American College in Rome, where he earned a degree in sacred theology (1987-1991). He received a licentiate in canon law from The Catholic University of America in Washington, D.C. (1997), and a master’s degree in english from Southern New Hampshire University (2015).

He was ordained to the priesthood on June 22, 1991, for the Archdiocese of Dubuque.

A biography on the Diocese of Rapid City website said he is was born to Alexander and Mildred Bullock on October 26, 1963 in Royal Oak MI, the youngest of three children.

He has a brother Robert and sister Christine. In the summer before the 5th grade, his family moved to Elkton Md., where he graduated from high school and began college the next year at the University of Delaware.

Ultimately, he graduated with a BS Degree in Industrial Engineering in 1985 from General Motors Institute in Flint MI and was then employed as an engineer in the automotive industry.
